[AU-VESSELS] Sanctioned vessels framework JSON

Covers vessels designated as sanctioned vessels under Australia's autonomous sanctions law in response to situations of international concern, including Russia's invasion of Ukraine and the DPRK's non-compliance with its nonproliferation obligations; vessels flagged to or registered in the DPRK are designated as a class. A sanctioned vessel may be directed to leave Australia by a designated route or barred from entering Australian ports, and a vessel that fails to comply with such a direction is forfeited to the Commonwealth.
