First Deputy Prime Minister of the Russian Federation
Andrey Removich Belousov has been the Russian Federation Defence Minister since 14 May 2024. As Defence Minister, he is ultimately responsible for any military action against Ukraine. Until May 2024, he was the First Deputy Prime Minister of the Russian Federation. He is considered to have been a member of Putin’s closest inner circle for many years. He has played an influential role in the Government of the Russian Federation, including since the launch of a full-scale military invasion against Ukraine in February 2022. Belousovhas implemented the Russian Government’s economic policy and is responsible for Russia’s economic growth and the stabilisation of the Russian markets. On February 25, 2022 he attended the meeting at the Kremlin and asked the gathered oligarchs to keep working with sanctioned banks. In March 2022, Belousov stated that foreign companies ceasing their operations and laying off personnel in the country will be ruled to have performed deliberate bankruptcy, an act that entails administrative, and possibly, criminal liability under Russian insolvency laws. He supported the annexation of Crimea in 2014. He is therefore responsible for, supporting or implementing actions or policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, or stability or security in Ukraine.
