Viktor Zolotov

Director of the National Guard; Member of the Security Council of the Russian Federation (as at February 2022)

Viktor Vasilevich Zolotov is a Member of the ‘Coordination Council under the Government of the Russian federation to meet the needs of the Armed Forces of the Russian Federation, other troops, military formations and bodies’ established on 21 October 2022. The Coordination Council was created in order to organise interaction between federal executive bodies and executive bodies of the constituent entities of Russia in resolving issues related to ensuring the needs of the Russian Armed Forces during the war of aggression against Ukraine. In his position of Member of the Coordination Council, Viktor Zolotov is therefore responsible for, supporting or implementing actions or policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine.

Viktor Zolotov est le directeur du Service fédéral des troupes de la garde nationale de la Fédération de Russie (Rosgvardia) depuis le 5 avril 2016 et est, dès lors, commandant en chef des troupes de la garde nationale de la Fédération de Russie ainsi que le commandant de l’OMON — détachement mobile à vocation particulière intégré au Rosgvardia. En cette qualité, il supervise toutes les activités des troupes du Rosgvardia et de l’OMON. En sa qualité de directeur de Rosgvardia, il est responsable de graves violations des droits de l’homme en Russie, y compris des arrestations et détentions arbitraires et des violations massives et systématiques de la liberté de réunion pacifique et d’association, en particulier en raison de la répression violente de protestations et de manifestations. Le Rosgvardia a été déployé pour réprimer les manifestations pro-Navalny des 23 janvier et 21 avril 2021 et de nombreux officiers de l’OMON et de la garde nationale auraient eu recours à la brutalité et à la violence contre des manifestants. Des dizaines de journalistes ont été la cible d’agressions par les forces de sécurité, notamment la correspondante de Meduza, Kristina Safronova, qui a été frappée par un agent de l’OMON, et la journaliste de la Novaya Gazeta, Yelizaveta Kirpanova, qui a perdu du sang après avoir été frappée à la tête par une matraque. Lors des manifestations du 23 janvier 2021, les forces de sécurité ont arbitrairement placé en détention plus de 300 mineurs.

Viktor Vasilevich Zolotov est membre du "Conseil de coordination sous l’autorité du gouvernement de la Fédération de Russie visant à répondre aux besoins des forces armées russes, autres troupes, formations militaires et organes" mis en place le 21 octobre 2022. Le Conseil de coordination a été créé afin d’organiser l’interaction entre les organes exécutifs fédéraux et les organes exécutifs des entités constitutives de la Russie pour résoudre les problèmes liés à la satisfaction des besoins des forces armées russes pendant la guerre d’agression contre l’Ukraine. En sa qualité de membre du Conseil de coordination, Viktor Zolotov est donc responsable d’actions ou de politiques qui compromettent ou menacent l’intégrité territoriale, la souveraineté et l’indépendance de l’Ukraine, ou soutient ou met en œuvre de telles actions ou politiques.

Почему в списке | Участие и пособничество в деятельности организованного преступного сообщества, созданного с целью систематического совершения особо опасных преступлений, направленных против основ конституционного строя и безопасности государства, государственной власти и интересов государственной службы, правосудия, а также против мира и безопасности. | Исходя из опубликованных ранее в СМИ материалов, подозревается в неосновательном обогащении путем приобретения без достаточных оснований имущества, стоимость которого очевидным образом превосходит размеры легального дохода. Так, семья главнокомандующего Нацгвардии владеет имуществом на общую сумму свыше 663 млн рублей, при том что, согласно декларации о доходах Виктора Золотова, в 2016 году доход главнокомандующего Росгвардии составил 6,7 млн рублей. | На основании информации из открытых источников можно предположить, что, занимая государственную должность, Виктор Золотов оказывал покровительство своему сыну Роману Золотову. Так, по данным издания «Медузa», с 2010 по 2014 год Роман Золотов возглавлял ФГУП «Охрана», позднее вошедшее в состав Национальной гвардии. В 2012 году предприятие оказалось в центре коррупционного скандала, связанного с главой петербургской полиции Михаилом Суходольским, впоследствии снятым с должности. Примечательно, что на тот момент СМИ связывали конфликт лишь с гендиректором «Охраны» Андреем Комиссаровым, тогда как имя сына главы Нацгвардии нигде не фигурировало.

Возможные нарушения закона | В действиях Виктора Золотова могут содержаться признаки следующих составов преступлений, предусмотренных УК РФ: | — Ст. 210 УК РФ «Организация преступного сообщества (преступной организации) или участие в нем (ней)», то есть участие в деятельности преступного сообщества, созданного с целью насильственного незаконного удержания власти вопреки требованиям Конституции РФ и систематического совершения других преступлений против власти, правосудия, интересов службы и мира. | — Ст. 285 УК РФ «Злоупотребление должностными полномочиями», то есть использование должностным лицом своих служебных полномочий вопреки интересам службы и с корыстной или иной личной заинтересованностью.
