[GB-SDN] UK sanctions relating to Sudan JSON

Gives effect in the United Kingdom to the UN Security Council's Sudan sanctions regime established by Resolution 1591, and additionally provides for autonomous UK designations, used since 2023 to target commercial entities funding the warring parties in Sudan's civil war. Designated persons are subject to an asset freeze, and designated individuals are banned from entering or transiting the UK. A country-wide arms embargo prohibits the supply of military goods and technology to, or for use in, Sudan.
