[GB-LBY] UK sanctions relating to Libya JSON

Gives effect to the UN Security Council's Libya sanctions regime, established by resolution 1970 (2011), targeting persons who threaten the peace, security or stability of Libya, and permits further UK designations. Designated persons are subject to an asset freeze, with a partial asset freeze applying to certain entities, and designated individuals are barred from entering or transiting the United Kingdom. The regime also imposes a country-wide arms embargo, export bans on equipment for internal repression and goods used for migrant smuggling, and port and transport restrictions on UN-designated ships, including those illicitly transporting Libyan oil.
