Targets persons and entities that threaten Libya's peace, security or stability, obstruct its political transition, or are responsible for human rights abuses, under Council Decision (CFSP) 2015/1333 and Council Regulation (EU) 2016/44. The regime implements the UN measures adopted under Security Council Resolution 1970 (2011) and successor resolutions, and adds EU-autonomous listings alongside the UN-designated ones. Designated persons and entities are subject to an asset freeze, and listed natural persons to an entry ban. Designation-level measures combine with a country-wide arms embargo, export controls on internal-repression equipment and on goods usable for migrant smuggling, and restrictions on flights and on listed vessels.
