The EU Blocking Statute, Regulation (EC) No 2271/96, protects EU operators against the extra-territorial application of the third-country laws listed in its annex, currently US sanctions legislation concerning Cuba and Iran. It is not a restrictive-measures regime and designates no persons or entities; instead it prohibits EU operators from complying with the listed US laws unless authorised by the European Commission, bars the recognition or enforcement in the EU of foreign judgments giving effect to them, and allows EU operators to recover damages caused by their application.
