Targets persons, groups and entities involved in terrorist acts, listed on the EU's autonomous terrorist list established under Common Position 2001/931/CFSP in response to UN Security Council Resolution 1373 (2001) and reviewed at least every six months; since February 2026, leading members of listed groups and entities can also be designated. Under Regulation (EC) No 2580/2001, the funds of listed persons are frozen and it is prohibited to make funds, economic resources or financial services available to them. The regime imposes no EU-level travel ban, and listed persons and groups whose terrorist activities are confined to the EU are subject only to enhanced police and judicial cooperation rather than the asset freeze.
