[EU-YEM] EU Restrictive measures in view of the situation in Yemen JSON

Gives effect in the EU to the UN sanctions regime on Yemen established by Security Council Resolution 2140 (2014), targeting persons and entities designated by the UN Sanctions Committee as engaging in or providing support for acts that threaten the peace, security or stability of Yemen. The legal basis is Council Decision 2014/932/CFSP and Council Regulation (EU) No 1352/2014. Designated persons and entities are subject to an asset freeze, and natural persons to an entry ban; an arms-supply prohibition under Resolution 2216 (2015) covers designated persons and those acting on their behalf, backed by cargo-inspection provisions.
