It combines two lists under one regime, the EU implementation of the UN Security Council's ISIL (Da'esh) and Al-Qaida sanctions list under Regulation (EC) No 881/2002, derived from the UNSCR 1267 (1999), 1989 (2011) and 2253 (2015) line of resolutions, and the EU's autonomous designations under Decision (CFSP) 2016/1693 and Regulation (EU) 2016/1686, which allow the Council to list associated persons on its own initiative. Designated persons and entities are subject to an asset freeze and to a prohibition on supplying them with arms and related assistance, and designated natural persons are barred from entering or transiting EU territory. Claims by designated persons in connection with contracts affected by the measures may not be satisfied.
