[EU-GTM] EU Restrictive measures in view of the situation in Guatemala JSON

Targets persons and entities responsible for actions undermining democracy, the rule of law or the peaceful transfer of power in Guatemala, a framework adopted in January 2024 in response to attempts to obstruct the transition following the country's 2023 general elections. The EU-autonomous regime is established by Decision (CFSP) 2024/254 and Regulation (EU) 2024/287. Designated persons and entities are subject to an asset freeze and a prohibition on making funds or economic resources available to them, and designated natural persons are barred from entering or transiting EU territory.
